The development of an effective eGovernment strategy is critical for the successful implementation of ICT-based solutions. G-Consulting has considerable expertise in developing eGovernment and modernization strategies for large and small public organizations at the national, regional and local level. G-Consulting shares this expertise with government leaders through strategy workshops, in which decision-makers are provided with the concepts and techniques to develop the outlines of an eGovernment strategy and are assisted in doing so. This includes situation, needs and resources analyses, the definition of goals and objectives, and the development of a roadmap to meet these goals. If the client so desires, G-Consulting can assume full responsibility for development of such a strategy itself, in close consultation with the client. Relevant strategic topics include:

  • E-Government/public sector modernisation
    eGovernment is an essential component of any public sector modernization effort. By using the proper eGovernment solutions in combination with structural and procedural reforms, governments can streamline processes, increase internal efficiency, better measure performance and improve citizen service. However, it is important that such the eGovernment solutions employed not just be adapted “off the shelf” but rather reflect the particular potentials, structure, needs and goals of the organization. Drawing upon its scientific and practical expertise, G-Consulting works closely with a client government to develop a successful eGovernment strategy, either as a stand-alone project or as part of a larger public administration modernization effort.

  • ICT for rural areas and regions
    Rural areas are particular affected by structural and demographic change. Private and public service providers are withdrawing from many areas, accelerating economic and social decline and leading to issues in education, public health, transportation, for example. Without alternatives or supplements to the established methods of economic assistance to rural areas, areas not receiving economic assistance will be facing a bleak future. ICT offers many solutions (see G-Solutions) to these problems faced by rural areas and the G-Group has extensive experience in the use of ICT to address the special problems faced by rural areas and how it can improve the quality of life in such areas. This approach takes a macrosocial perspective, going beyond a narrow eGovernment focus (ie. eRegional Governance.).

  • ICT4D (Information and Communications Technology for Development)
    ICT offers great potential to contribute to improve social and economic conditions and to contribute to good governance in developing countries. For example, eGovernment solutions can make it much easier for start-up businesses to register with government authorities, boosting economic activity. Using ICT, governments can provide social and economic services in smaller towns or remote areas where larger government offices are impractical. Integration between different governments can increase effectiveness and reduce costs. eGovernment processes also offer the possibility to dramatically reduce opportunities for corruption when compared with traditional paper processes. ICT solutions offer the potential to leverage a government’s scarce financial resources.

  • Merger consulting for public ICT service providers
    eGovernment cooperation is complicated in part by the severe fragmentation of public ICT service providers, each of whom is responsible for a different government organization and IT system, which may not be interoperable with the systems of other organizations. One organization may be responsible for the provision of ICT services in the finance ministry, while of bureau of statistics uses another provider and the state office of personnel management uses another; such duplication creates inefficiency and makes integrating the different organizations’ systems difficult. The G-Group provides assistance to governments wishing to merge and integrate these ICT support organizations, in the area of standards, interoperability, training standards, and so forth.
